UW9 console packages

UW9 packages are encrypted Xbox console games that only a console holding the licence can install. Once a title is hard delisted no console can ever be re-licensed for it, so every title below is either already lost or one delisting away from it. The list is what XCT.live has captured so far.

Hard delists: why an owned game can vanish completely

When Microsoft hard-delists a title it removes its catalogue entry entirely — not just the store page. Everything that resolves a game routes through that entry, so removing it breaks every install path at once:

  • Windows can’t install it. The Store’s own install pipeline (AppInstallManager) returns 0x80190194 — “no such product” — because there is nothing in the catalogue to resolve, even for an account that owns it.
  • No licence can be issued. The licensing service resolves through the same catalogue entry. Once it’s gone, no machine and no console can be granted a fresh licence — ownership is intact, but there is nothing left to redeem it against.
  • Delisting is not revocation. Your entitlement survives (a live licence still reads 9999-12-31). Microsoft keeps the receipt and deletes the shop.

UW9 games: why they can’t be sideloaded, and can’t run without a licence

A UW9 package is an Xbox console game captured from a drive — an encrypted .xvc container, not a PC app. Two hard limits apply:

Not a PC packageWindows can only Add-AppxPackage a plain/dev-signed package. A retail .xvc is encrypted, so a PC cannot install it — sideloading is not possible.
Needs a content keyDecrypting it needs the ClipSvc content key, which is only ever written when the title is installed on a machine or console while licensed. No install, no key.
Console needs the licenceAn Xbox in Dev Mode installs unencrypted/dev packages only. A retail .xvc installs on a console only if that console holds the licence — which, after a hard delist, can never be issued again.

So a UW9 game backed up from a drive is only re-installable on a console that already holds its licence (or already has the key). Once a title is hard-delisted, any copy whose key was never captured is unrecoverable — nobody can be licensed for it again.
